Brigadier General (Ret.) Dr Mircea Mîndrescu is an expert in defence, diplomacy, and security studies, with extensive experience in operational command, strategic planning, and politico-military diplomacy. He holds an engineering degree in Communications and Informatics, a degree from the National University of Physical Education and Sports (1999), and a Law degree from the University of Bucharest (2024). He is a graduate of the Advanced Command and Staff Course at the UK Joint Services Command and Staff College (Shrivenham, 2002) and holds an MA in Defence Studies (with Merit) from King’s College London (2003). He earned his PhD in Military Sciences from the “Carol I” National Defence University, with a thesis analysing the concept of strategic paralysis.

His previous positions include President of the Executive Academic Committee, European Security and Defence College (ESDC), Brussels, Director of the National Defence College, Defence Adviser to the Romanian Mission to NATO, Commander of the NATO Joint Analysis and Lessons Learned Centre (Lisbon), and Director of Strategic Planning (J5) within the General Staff. He also served as Advisor to the State Secretary for Armaments, Ministry of National Defence; Associate Professor at the “Nicolae Bălcescu” Land Forces Academy, Sibiu; and Senior Consultant at Diagram 8 Brokers and Promoters, Bucharest.
